We couldn't end until then because there was always a chance that they'd land on Free Parking, which would always have a huge pile of cash sitting there, waiting for a lucky player to grab it all. Every game, our hands would fill up with more and more cash, and we'd slowly, slowly grind away at each other until they were completely out of cash, painstakingly shuffling houses and hotels around, mortgaging and un-mortgaging properties until, eventually, someone was completely out of cash. I'm sure our parents came up with these rules to try and make the game more fun and exciting for us kids, but in the end it turned the already fairly long and grueling game into serious torture. You simply sold a few hotels temporarily, paid the rent, then replaced those hotels again once you had money. Basically, money never left the game, and the liquid aspect of the houses meant that there was no real penalty for landing on a house that you couldn't pay for with your cash in hand.

To make things worse, we also gave full refunds for mortgaged houses and hotels, so you could turn money into houses and hotels and back again without any costs. Another $500 would be put into the middle, and the process would start again. Then, whenever someone landed on Free Parking, they would get all of that money. Whenever someone paid a tax, whether from landing on a luxury tax square, or drawing a card that took money from people, basically anything other than rent money or money to buy houses, that money would also go into the middle of the board. You think that's bad, when my family played, we had a house rule (though none of us kids knew it wasn't the official rule) that, at the start of the game, $500 was put in the middle of the board. It's a risky strategy since you might not always be the lucky one to come out with the first monopoly, but it's the only way to get the game to end quickly. I've found that people losing to the railroads player will generally want to give their properties to someone else, so it puts you in a good position. At that point, someone who hasn't been spending their money to buy up the railroads can try to swoop in and get the first upgradable monopoly. However, in the early game, people don't have much money, so landing on one of those monopolies will make them desperate quickly. Railroad/waterworks monopolies can't have houses and are therefore limited in how much they can hurt you. Additionally, the amount of money in the game just continues to increase (from passing go) when no one can buy houses, so the sooner you can make other players pay more than they can earn per trip around the board, the better. People only trade properties when they're desperate for money, which is why I've found that the only way to end a game where people won't trade is to make sure someone else gets a monopoly over the railroad or waterworks properties as soon as possible. I think establishing the first monopoly is obvious to everyone, which is why people never want to trade.
